Belts that are really bad wouldn't skip a tooth, but a chain could if one of the chain guides failed. If a tensioner pulley blew apart then valve damage could result but if the belt just broke, there wouldn't be enough force to move either the cam gears or the crank pulley, so no valves would slap. :) Try turning your crank and cam gears by hand, hard right?
